SDCTA Recommends Amending the People’s Ordinance to be More Equitable through Expansion to Apartment Residents and "Pay as you Throw"

The Association, in reconsidering its 2015 position that the People’s Ordinance should be repealed, conducted the following policy analysis. This analysis is not an in-depth study on waste collection and landfill management, but a review and analysis on waste management authority and practices in other major cities in the country using readily available information. Based on the research conducted in this reconsideration, SDCTA now believes that the People’s Ordinance should be amended per the financing and governing principles in the paper linked below.
