SDCTA 2024 Board Approved CBOC Best Practices
The following list of observed best practices for Citizen’s Bond Oversight Committees reflect the experience of the San Diego County Taxpayers Association's ® (SDCTA) participation in dozens of oversight committees over the past decades.
The amended portion amended on April 25th, 2024 pertains to the allowance of a 3rd Party Review as a less expansive alternative to the Expanded Performance Audit. While the Expanded Performance Audit are nonetheless the recommended option, SDCTA acknowledges that some districts lack the funding and/or capacity to conduct one.
