SDCTA Opposes State Prop.1B, Education Funding. Payment Plan., 2009
Dependent upon passage of Proposition 1A, Proposition 1B would force payment out of State General Fund "reserves" to benefit education with a net price tag of $9.3 billion. While the State owes funding to education as a result of suspending Proposition 98 funds in previous years, the California Legislative Analyst's Office reports that the amount actually owed varies anywhere from $1.4 billion to $9.3 billion. Locking in payment at the higher figure may result in increased pressure on the General Fund at the expense of other vital public services.
