SDCTA Opposes State Prop.1C, Lottery Modernization Act, 2009
While passage of Proposition 1C would help balance the FY09-10 budget by allowing the State to borrow from future lottery profits this year and in the future (with no limits), it would also put future strain on the General Fund. Lottery profits would no longer directly benefit education as approved by voters in the establishment of the California State Lottery; instead, proceeds from the lottery would go into the General Fund to pay budgetary obligations once debt obligations have been met.
